The collapse of the Soviet Union contributed to the problem as it made experienced people in the agency superfluous and following reorganisations this generation of agents were encouraged to move on. Once that nexis is broken between experienced agents and new recruits it’s impossible to bring it back.
The downhill slide sped things up with affirmative action, positive discrimination, quotas for racial and other groups. In other words, instead of employing the best they employed based on these criteria.
More attention was paid on holding seminars on LGBTQ and white privilege than the job at hand. End result is you get a CIA in a downright mess and the other agencies such as the NSA are no better.
No, it’s not because they were “focusing on terrorist threats and relying on risky communication systems.” Focusing on terrorism is part of the job and in any operation, risk exists but capable people can manage those risks. Its a result of promoting people who are not capable to positions.
There is no way of reversing this because it would make politicians very vulnerable from pressure groups if they dropped the quota requirement so it’s going to get worse before it gets any better, if at all.
