It's confirmed, Spain will not recognize Kosovo; Serbia: Thank you

Of course. Spain as much of the world, including the UN, the UNSC, and in UNSCR1244, reaffirm that KiM is an integral part of Serbia.
Heck, even the KLA terrorists in the fenced in ghetto can’t a make decision about future license plates without discussions involving Belgrade. I think Quebec, a province in Canada, has greater jurisdiction over it’s own license plates.
