What you say is true. Lukashenko was popular but over the years he tried to play both sides and clearly today he lost. He is now totally dependent on Russia and Moscow will get what it wants out of him and then replace him.

He has no cards, except the refugees. Which will be stopped by the border infrastructure soon. The only two borders not to be enforced are with Russia and Ukraine.

The fallout on Ukraine - Poland - Lithuania - Latvia will be
ultimately zero. At this moment Russia agreed to boycott the airspace of Belarus except for the direct flights. I expect that there will be a deal regarding all direct flights as well. That means, no civil Belarus aircraft will be allowed to enter Russia. Than the route flying in the refugees will be closed.
You have to understand that now Lukashenko is extremely unpopular in Russia for one more reason: he sabotages most agreements with Russia regarding future confederation. Most agreements he signed were not ratified yet - for years. He was playing a double game between Russia and the West, now it turned out to be empty air.
And in addition he is now universally hated in Belarus.
I think, he basically expired towards Russia, Ukraine and the West.

Does the EU and USA honestly think that Lukashenko will just simply forget about what they tried to do to him?
At the moment, he has the right cards in his hands thanks to the Afghanistan pull out by NATO and USA.

Ca. 10 years ago Lukashenko used to be incredibly popular in Russia, Ukraine and by proxy in Serbia. Not sure about Belarus: they already had reservations.
Now his popularity is next to zero everywhere. For us personally he is just a pain in the rear. He sabotages all integration agreements with Russia and the same time shows EU a middle finger.
We depend on both and hate this situation.
