U.S. officials told Belgrade and Pristina: "Continue with the moratorium"
State Department encouraged the so-called Kosovo and Serbia to continue the moratorium on recognition issues that complicate progress in technical areas.

If they are so keen to continue this moratorium why the unnamed spokesperson?????
