To be precise: if we are suffering, we sometimes could laugh.
If we are OK, we are grumpy.
We are smiling only if we are really happy.

This is what "real" Americans never understand.
They keep that meaningless smile all the time.

So it becomes really a silly thing.

But Edi Rama is not correct: Germans do the same!!!
