The very first thing NATO should do is exactly what Serbia did.
Do the refugees want or not - they have to be force-vaccinated with J&J.

J&J (one-shot vaccine) was designed precisely for that: to vaccinate people under difficult conditions.

Hint: Corona does not check passports.

The second thing NATO should do is to reach a deal with Lavrov.
I.e. Russia already boycotts the airspace of Belarus, but that involves only flights to targets outside of Belarus (but amazingly, including Kaliningrad). On the other hand, Belarus airplanes are not banned flying over Russia.

Lukashenko has absolutely no popular support in Russia and the "aid" he receives from Russia is lukewarm at best. I.e. the amount of aid is deducted from the gas / oil, so it is essentially zero.

Lukashenko boycotts the integration with Russia as well, numerous agreements between BY and RU are sabotaged and not ratified.

NATO should offer something more, than candies and nice words to Russia.
In exchange Russia would ban Belarus flights over it's territory.
Ukraine already bans, Serbia already bans, Poland already bans, Slovakia, Hungary already bans, So is Romania, Moldova, Bulgaria.

This way Lukashenko can't fly anyone from Iran, Turkey, any "stan".

Case would be closed.
