Of course it was to put on trial Serbs. Imagine these two were acquitted in the first trail but the judges made a mistake and thus a re trail. Maybe one judge can make a mistake but all of them????? No it was the us of piss and Wind trying to show that Serbs were all at fault.
What a sad situation; once a great country which made enormous strides in all fields of endeavour, the US today is a joke and what's even sadder they dont realise it. Its like the emperor without cloths. Everyone can see that he does not have cloths except the emperor.

The three ring circus that was the ICTY and it’s residue are now formally the laughing stock in the field of international law. Whereas justice in many parts of the world is based on impartiality and jurisprudence, these clowns rewrite rules and thresholds for culpability based on the ethnicity of the accused.
No wonder the UN’s own Judge Harhoff long ago hammered the final nail in the ICTY coffin when he exposed the corruption at the highest level and showed the world that whole tribunal is a political farce dictated by the Americans.

The two men in question get acquitted in the first trial, but miracle of miracles the judges (more than one) get it wrong and there is a need for a retrial. When did you hear that occurring before? Remember this is a Tribunal not a real court. Its Raftery's rules; you make them up as you go. In a real court you cant do that.
Look up the difference between the two.
