Not all of Serbia is equal in this respect.
The vast majority of criminals, by a long margin, do indeed reside in Serbia's Kosovo i Metohija province. Pathologically violent criminal KLA terrorists have terrorized the area with the help of their co-conspiring foreign accomplices. This terrorized part of Serbia is commonly described as a "criminally dysfunctional fenced-in ghetto."
