The CIA, NSA and other intelligence agencies are all rivals as well, but regardless whether CIA or GRU or KGB/FSB are tightly controlled and nothing happens without any action being approved higher up.
However, the Russians had no benefit to kill Alexei Navalny – non at all. The last thing Moscow needed was an incident where they could be blamed. It’s funny how everyone skims over the part that Novichok is a deadly poison and a few drops would kill many people within a certain radius and yet no one else except Navalny was affected. His staff were with him in the hotel room, they were with him in the airport and on the plane and no one else became ill. He had no value since in the last election he had 2% of the vote – he is a spent force.
As far as tests by the Germans are concerned, read up on the what the ex-chief of the OPCW said about those “chemical” attacks in Syria. Why would the Russians poison the Skripal when they could have killed him 12 years ago after he was caught spying for the west or his daughter Yulia who lived in Moscow all those years so why wait for her to go to London?
If those two were agents then I am Santa Clause. You don’t kill agents you spent big money and time on training regardless of mistakes they may make otherwise non one would join the spy agency – word gets around very quick about those things. You have seen too many James Bond movies where the evil east disposes of those that fail.
