This is merely a theory. True, it would also mean, any Albanian going to Kosovo should be able to enter Serbia.
Except the admin line that remains a theory because Albanians won't be able to pass through Hungary*, Croatia or Slovenia: all borders there are closed and they are considered as "foreigners". Today Germany is closed as well.
* Hungary allows to pass, in guarded convoys and only on approved routes, military police is guarding everything.
Now here is an interesting question. Every involved government encourages the citizens just stay where they are regardless of document or visa expiration. As long, of course, as they have adequate housing and access to emergency.
I wouldn't worry about residents of KiM, I question the host of homeless refugees in BiH and Serbia. That's where the virus can get into a carnage modus operandi.
And than, the virus won't look at the color of the passport or visa, it will continue with the legal residents and citizens at will.
