It makes no difference that most in Montenegro are the Serbs.
The ones in Montenegro government do not see themselves as Serbian because they are bringing the wrong decision.
But that does not mean the action against them must not be taken if they are Serbian.
They should think who they are, and where they come from before passing the law.
For many yrs they have been drifting.
When I was visiting villages in the mountain a young "atlas" lady was pointing to a monument claiming serbs killed serbs when on monument clearly was written they were killed by Germans in the second world War.
I then took podium over and explained to a 60 tourist that "atlas" lady cannot read, and told tourist they were killed by the Germans in WW2
