To write a second letter after first would be seen as illegal because it would be deliberately trying to thwart the law. It wouldn't work.
However, sending an earlier letter expressing his personal point of view and a desire for no further extension before he sends the legally required letter would not be illegal.
Maybe some country in the EU would make the decision for the UK by refusing an extension. That would make the UK look powerless and stupid, but would do the job.
