As the EU's financial arm, the European Investment Bank (EIB) has invested over 5.5 billion euros in the Serbian public and private sectors since 2001.

Those are self-serving investments. Better road connections between Germany and Turkey are in Germany's interest. It would be in Serbia's interest to shift most of this cargo on trains and take a toll on it. Much cleaner and less traffic jams or accidents. With electric trains you also reduce co2 footprint.

Russia invest 3 million euros in the same period and China gave loans worth 10 million but get weekly promotional fluff pieces here.
