Don't think America's financial condition is a factor, it's debt and deficit. They will always find money for military adventures. The US Defense budget is bigger than ever and Trump just requested another increase. A lot of times the military needs to find ways to spend it.

When my brother was a naval aviator they would get orders to go burn fuel at the end of the year, otherwise they would get a smaller allocation next year. So basically they went for joy rides in F-14's, flying across the country to pick up lobsters.

The US financial condition is a huge factor since the US budget has to reduce in one area if they are going to increase spending in Defence. The problem is they tell you it’s not but it is. The US has to borrow $1 trillion every year just maintain current levels.
Last year Trump borrowed $1.4 trillion but most went to tax cuts for the wealthy.
Possibly the best quote I have read so far on US defence allocation is “Trump's hyperbole about building up the military is just that. He proposes to expend 3.2% of GDP, which is close to what Obama spent, but far below the 5.5% under Reagan and what is required.”
The part “otherwise they would get a smaller allocation next year” is an early 1970s financial management approach to government allocations, which was abandoned decades ago. The problem is every year the debt gets bigger. Interest on that debt rises exponentially and now all the US does is meet interest repayments and nothing else.
For the record the US government debt, meaning State, local and Federal is 135% of GDP. The next problem is a looming world recession and you guys have no reserves left to deal with it. Its been squandered fighting useless wars.

There is no such rule or policy in the US. How do you think they ended up with $1 trillion+ annual deficits? They weren't always that big. Pay-go died a long time ago.

I have no idea whether or not the US would support another military action in Kosovo. But I am certain they would not be basing that decision based on their finances. Having said that the expense of military support for an entire Kosovo operation is a rounding error in their budget, so it wouldn't matter anyway.

The US will spend nearly $1 trillion on Defense this year including on and off budget expenses. One of the reasons they don't care is because most of that money flows back to the Military-Industrial-Complex. It doesn't go in the soldier's pockets. Every $1 million missile that gets fired needs to be replaced. War is a good business for them.

Regarding the use it or lose it policy, my brother was in the Navy in the 80's, 90's, and retired in the 00's. So it wasn't just from the 70's.

Kosovo's top army general once said. serbs have no chance of ever thinking about coming to kosovo. we were able to defeat them by a few loaned guns. now with the army in place they know what awaits them.

There is no such rule or policy in the US. How do you think they ended up with $1 trillion+ annual deficits? They weren't always that big. Pay-go died a long time ago.

I have no idea whether or not the US would support another military action in Kosovo. But I am certain they would not be basing that decision based on their finances. Having said that the expense of military support for an entire Kosovo operation is a rounding error in their budget, so it wouldn't matter anyway.

The US will spend nearly $1 trillion on Defense this year including on and off budget expenses. One of the reasons they don't care is because most of that money flows back to the Military-Industrial-Complex. It doesn't go in the soldier's pockets. Every $1 million missile that gets fired needs to be replaced. War is a good business for them.

Regarding the use it or lose it policy, my brother was in the Navy in the 80's, 90's, and retired in the 00's. So it wasn't just from the 70's.
