It would definitely be worse if ethnic Albanian non-politicians were impacted as well from this decision,having mentioned that,I'm certain that many ethnic Albanian residents of Kosovo have relatives and friends residing in America and would like to visit them and/or visit them again,in fact, I thought of something else and that is let's supposed that there are ethnic Albanian children who want to visit Walt Disneyworld (in or near Orlando,Florida) or Disneyland located in Anaheim,California and the thing is their parents have the money and the passports but have yet to obtain visas so upon entering the U.S. embassy and are informed that they'll be denied a visa and the parents have to break the bad news to their kids that we now can't visit Disneyworld nor Disneyland because since they're located in America the thing is we need a visa for that country but the U.S. embassy won't give us a visa it would be pitiful if their kids are heartbroken and for that matter end up crying or being teary eyed. Just saying.

Correct, I believe, the restriction is for political meetings only. Other purpose of visits is not affected and is passport-neutral.

No matter, what country passport is used, the result will be the same and "cheating" will be punished.

This is about Kosovo officials on official visit, not about Kosovars on a private visit.

Even than, any Kosovar in theory can use a Serbian passport.

Knowing the U.S. attitude I suspect that the "visa ban" is more like "official visit ban" and is independent of passport.

For instance, if Haradinaj would like to visit Disneyland or Vegas for recreation purpose he would get a B1/B2 visa, but that B1/B2 visa can't be used for other, than tourism / visiting relatives / private business.

The same time Pacolli likely has a Russian passport and for sure, Swiss passport. Even that his R. passport does allow him to get a three-year visa he will get only a B1/B2. With Swiss passport he can visit U.S. without visa (but is allowed to stay shorter than with Russian passport) unless the border guard sends him his way back.

I don't think, the B1/B2 or PRIVATE visa-free visit of Pacolli is in danger. But even if he would show up at the airport with the Swiss passport for the purpose of an official visit he will be sent back home.

That's how these two tiny-puny countries (USA and Russia) do work: the border guards want to know your exact purpose and objective. If it does not match what they expect you will be sent back and no joking. But you probably know that.
