How many times do you Albanians have to be explained where the Russians were during the bombing? Do you have a learning disability?
Russia has done plenty since then.
They have involved themselves in the ME and are doing fine. They are backing Assad in direct opposition to the US. Who's pulling out of Syria now?
They are taking care of business in the Ukraine and the US isn't doing anything about that.
They are firmly behind Serbia in the UN and "Kosova" is going nowhere as a result and Trump is now trying to negotiate instead of it being a done deal like before.
I would call all this a significant improvement in their position since those drunk Yeltsin years. Putin has put Russia on the map again and the situation is 100% better.
So that's just a snipped of what Russia has done since them.
Now if we look at the US since then the results are in retrograde.

Maybe they'll discuss a little property lease to rush to place a base in SE Serbia so they TOO can have a Bondsteelovitch....

I guess you are talking about political support regarding Kosovo and the russian humanitarian center?
To first you know my opinion, it is holding serbia just back. Why to swimm with a rock in your hands, if you can swimm better without.
To 2nd there is also enough aids from EU. If you for example ever looked in a hospital you would notice how much things their have a sticker like 'donated/financed by EU'.
But for both sides the supports beside business is the base to make business, Russia and China are doing a better PR in Serbia than EU.
Maybe best for Serbia is to be between the blocks and let both in the illusion to ever decide for one side. But it is quiet difficult.
