Mixed idea. Good for Albanian nationalism, very bad for joining EU, unless such step is pre-approved.

Albania should ask for EU-s approval because otherwise they have to re-negotiate their visa-free movement and EU-entry schedule.

If Kosovo is on the schedule for both, than of course no problem.
If not, Albania loses towards EU all, what they have.

Very likely Kosovo dug itself into a "EU-no-go" with that 100% tax for the next decade. Albania does not want to be dragged back. If that would happen, there will be violence.
