K. Albanians not willing to fulfill agreements - PM

Quotations for Albanians as "frivolous, irresponsible, unpredictable" are racist

Why always is Albanian have to be responsible and blame ,is this some kind of paranoia ?
Maybe the incursions of Mr.Vucic are to blame in country which he does not recognize yet , suffered from genocid and never was asked excuse
