Russia could not have helped Serbia in 1999 as it was on its financial knees. But it has more than made up so far. Who stopped the US from passing a resolution in the UNSC declaring Srebrenica to be genocide? Russia.
Kolinder went to Moscow, and on her return home Putin sent an emissary to Zagreb and he told them what had to occur before relations improved. What ever he told the Ustashi they were not at all pleased. I would say it had something to do with Serbia.
