The problem is not building infrastructure. The problem is that countries are taking unservicable loans to build infrastructure which is then handed over to China when they default on the loan.
No country should want to hand over control of important infrastructure to foreign country.
Say our country wants to build a port.
You estimate it will cost 2 billion but you cannot afford it.
Some country or bank offers you 2 billion loan at 4% over 30 years.
China offers to build you a 6 billion euro port with a loan at 1% over 30 years.
Your tin-pot dictator president accepts Chinese loan and tell his citizens about the great Chinese investment in the country.
After 10 years you cannot pay.
You cut the education and defence budget to try to hold on to the port but it is not enough.
China forgives the loan and takes ownership of the port. Congratulations, you have spent 2 billion and closed 100 schools to build a port for China.
