How can somebody be a political refugee if the two states are 'brothers' as the politicians try to tell the people all the time?

Hopefully ,She has the money to build a luxury 5 star jail ,so her standards will not be poor.

She and her son and grandson have made their life in Russia. They won't be coming back - except maybe the son and younger generations to visit.
