Belgrade picked for EBRD regional HQs

The European Bank for Reconstruction and Development's regional headquarters for all the six states of the Western Balkan will be in Belgrade.

Whaaat? Beograd? Why Beograd? What about Zagreb? Zagreb is the capital of a EU state! Don't they know this? How could they? Serbia as the most important country in the region???
What are we Hrvati slaving away in the EU kitchen for? Our HEalth? Is this the thanks Hrvatska gets for washing the EU toilets??
