Japan recognized Kosovo. Will Serbs say no to that money?!

Japan has recognized Kosovo but wants to invest big time in the rest of Serbia. Don't you find that weird? shouldn't Japan be investing in Kosovo big time?

Japanese construction will much likely be higher quality than Chinese. Perhaps Japan can help Serbia build its metro system. Serbia really needs tunnels under the Danube and Sava so it doesn't have to rely on bridges so much.
