why not worker cooperativize those state-owned industries to serbian workers instead?

Because the final product produced is inferior and more expensive and nobody will buy it (ie the Yugo being the best example)... these large industries are desperatly lacking huge amount of investment to upgrade their products and become competitive... a cooperative would not be able to geenrate the amount required to upgrade the process.
