Not sure why the existing amendment (5) in the Macedonian constitution, which was implemented following the 2001 insurgency, is not sufficient and now a new law is required to make Albanian official in areas were no Albanians live?.

AMENDMENT 5

1. The Macedonian language, written using its Cyrillic alphabet, is the official language throughout the Republic of Macedonia and in the international relations of the Republic of Macedonia.
Any other language spoken by at least 20 percent of the population is also an official language, written using its alphabet. Any official personal documents of citizens speaking an official language other than Macedonian shall also be issued in that language, in addition to the Macedonian language, in accordance with the law. Any person living in a unit of local self-government in which at least 20 percent of the population speaks an official language other than Macedonian may use that official language to communicate with the regional office of the central government with responsibility for that municipality; such an office shall reply in that language in addition to Macedonian. Any person may use any official language to communicate with a main office of the central government, which shall reply in that language in addition to Macedonian.

What are you talking about? In Macedonia there are two peoples. Bulgarians and Albanians. There is no such thing as Macedonian people or language. They are ethnic Bulgarians and their language is Bulgarian. Their history is Bulgarian. Their culture is Bulgarian. I could go on and on...

We have a common enemy in the region. (Greeks) Both countries Albania and Macedonia have suffer a lot from our greedy neighbours. Both countries have lost territories during the ww1. You have lost Aegean Macedonia and Albania Chameria. Albania was the only country in early 90's who recognize Republic of Macedonia as a sovereign state. Albanians are a key factor that makes democracy in Macedonia work and ignoring us it will be a real disaster till to non existence of Macedonia anymore. Macedonia is re-connecting with its Illyrian roots after long periods of Serbian-Slavic occupation and assimilation.

Many Slavic-speaking Macedonians have Illyrian roots and many even remember their ancestors speaking Albanian or Vlach (Romanized Illyrian) at home. This language law will increase understanding and collaboration between Albanians and Macedonians and bring a better future.
Unfortunately Serbia still remains a black hole in the region, constantly emitting negative energy and even affecting some Macedonians. Anyways, that will stop Macedonia from moving forward.

In short, following the presidents decision to not sign the originally proposed law, the parliament had to reconsider the law for a second time (i.e. debate any suggested amendments) then it can be put back up for a vote, the president is then obligated to sign the promulgation if the law has been adopted by 2/3 majority of parliament.

Read Article 75 of Macedonian's Constitution carefully, dear, because it looks like in the rush to write your comment you failed to notice the existence of the 4th sentence and jumped directly to the 5th one lol:

Prior to WW2, Tetovo, Gostivar and Kumanovo had a Serbian majority. The Vardar/Tatar Bulgarians commited ethnic cleansing and displaced Serbians from the region. This allowed thousands of Albanians to settle in the abandoned homes of Serbs in the region.

It amazes me as to why the Vardar/Tatar Bulgarians are against implementing this law, they worked very hard to allow Albanians to live in their country.

Suggest you all actually read the constitution, in particularly Article 75.

In short, following the presidents decision to not sign the originally proposed law, the parliament had to reconsider the law for a second time (i.e. debate any suggested amendments) then it can be put back up for a vote, the president is then obligated to sign the promulgation if the law has been adopted by 2/3 majority of parliament.

So let’s review and do the calculations:

1) No debate occurred or any amendments implemented.

2) 64 voted in favour of the law out of 120 representatives, so the proposed law only achieved 53% (and not the required 67%)

so it is clear that under the constitution that the law is not enforced or cannot be enacted.

If the law is to pass, it requires 80 vote in favour (67%) so SDS/DUI need to convince 16 VMRO-DPMNE reps to vote in favour for the bill to by-pass the Presidential refusal to sign it, which is unluckily.

This is why everyone in Macedonia is saying that this process was unconstitutional.

Just because you make up the majority of population there now doesn't entitle you to throw out the official language of your country.
It's like asking some parts of the US to abandon English for Spanish because there are so many Latinos living there.

Why wouldn’t it be an official language when it is spoken by over 30% of the countries population. Serbs getting mad on this site is ridiculous. When your own ancestors centuries ago spoke their own version of an archaic Albanian language before mixing with the Slavic newcomers, and adopting Serbo-Croatian as their mother tongue. Plus Albanian spoken in the national dialect sounds better than any of the other Balkan languages, it’s a musical language and not harsh to the ears.

Nice for you B92 to aknowledge on the very last paragraph how the Macedonian president is refusing to fulfill its obligations, thus violating the Constitution. You forgot to add that with his comments about the constitutinality of the law he also violated the separations of powers provisions since only the Constitutional Court can interpret the laws, not the President.
Essentially Macedonian president is creating a constitutional crisis which all this time he was blaming the Albanians on creating it.

Rafael, Slobo DID allow everything but serbish. Albanian wasn't banned. Not only that but it was official in province of Kosovo. The only language that was outright banned BANNED in former Yugoslavia was Serbian in Croatia, before the war. That is why Koha Ditore was published in Kosovo, but no Serbian language newspapers were in circulation in Croataia.
Being banned, and being official are two different things. Prime example is Montenegro where by 2011 census 36.9% of population speaks Montenegrine language which is official, but Serbian language, spoken by majority is not.

All this while serbs make up 1-2% in Kosovo and have their own official language. Double standards but serbs arent known for their high IQ. They even doesnt belong in Europe...

You forgot to add that with his comments about the constitutinality of the law he also violated the separations of powers provisions since only the Constitutional Court can interpret the laws, not the President.

I think that we should try to stick to the truth here.

Rafael, Slobo DID allow everything but serbish. Albanian wasn't banned. Not only that but it was official in province of Kosovo. The only language that was outright banned BANNED in former Yugoslavia was Serbian in Croatia, before the war. That is why Koha Ditore was published in Kosovo, but no Serbian language newspapers were in circulation in Croataia.
Being banned, and being official are two different things. Prime example is Montenegro where by 2011 census 36.9% of population speaks Montenegrine language which is official, but Serbian language, spoken by majority is not.

Prior to WW2, Tetovo, Gostivar and Kumanovo had a Serbian majority. The Vardar/Tatar Bulgarians commited ethnic cleansing and displaced Serbians from the region. This allowed thousands of Albanians to settle in the abandoned homes of Serbs in the region.

It amazes me as to why the Vardar/Tatar Bulgarians are against implementing this law, they worked very hard to allow Albanians to live in their country.

Macedonia is re-connecting with its Illyrian roots after long periods of Serbian-Slavic occupation and assimilation.

Many Slavic-speaking Macedonians have Illyrian roots and many even remember their ancestors speaking Albanian or Vlach (Romanized Illyrian) at home. This language law will increase understanding and collaboration between Albanians and Macedonians and bring a better future.

Suggest you all actually read the constitution, in particularly Article 75.

In short, following the presidents decision to not sign the originally proposed law, the parliament had to reconsider the law for a second time (i.e. debate any suggested amendments) then it can be put back up for a vote, the president is then obligated to sign the promulgation if the law has been adopted by 2/3 majority of parliament.

So let’s review and do the calculations:

1) No debate occurred or any amendments implemented.

2) 64 voted in favour of the law out of 120 representatives, so the proposed law only achieved 53% (and not the required 67%)

so it is clear that under the constitution that the law is not enforced or cannot be enacted.

If the law is to pass, it requires 80 vote in favour (67%) so SDS/DUI need to convince 16 VMRO-DPMNE reps to vote in favour for the bill to by-pass the Presidential refusal to sign it, which is unluckily.

This is why everyone in Macedonia is saying that this process was unconstitutional.

Not sure why the existing amendment (5) in the Macedonian constitution, which was implemented following the 2001 insurgency, is not sufficient and now a new law is required to make Albanian official in areas were no Albanians live?.

Suggest you all actually read the constitution, in particularly Article 75.

In short, following the presidents decision to not sign the originally proposed law, the parliament had to reconsider the law for a second time (i.e. debate any suggested amendments) then it can be put back up for a vote, the president is then obligated to sign the promulgation if the law has been adopted by 2/3 majority of parliament.

So let’s review and do the calculations:

1) No debate occurred or any amendments implemented.

2) 64 voted in favour of the law out of 120 representatives, so the proposed law only achieved 53% (and not the required 67%)

so it is clear that under the constitution that the law is not enforced or cannot be enacted.

If the law is to pass, it requires 80 vote in favour (67%) so SDS/DUI need to convince 16 VMRO-DPMNE reps to vote in favour for the bill to by-pass the Presidential refusal to sign it, which is unluckily.

This is why everyone in Macedonia is saying that this process was unconstitutional.

American and EU power is slipping. America has been supporting the break up of Yugoslavia since the 1980s. Its disgusting to see what they have done to entire region. Balkans wake up and dont let America and EU or Russia trick you. None of this is necessary. Prior to WW2, Tetovo, Gostivar and Kumanovo had a Serbian majority. The Vardar/Tatar Bulgarians commited ethnic cleansing and displaced Serbians from the region. This allowed thousands of Albanians to settle in the abandoned homes of Serbs in the region.

It amazes me as to why the Vardar/Tatar Bulgarians are against implementing this law, they worked very hard to allow Albanians to live in their country.

Read Article 75 of Macedonian's Constitution carefully, dear, because it looks like in the rush to write your comment you failed to notice the existence of the 4th sentence and jumped directly to the 5th one lol:

What are you talking about? In Macedonia there are two peoples. Bulgarians and Albanians. There is no such thing as Macedonian people or language. They are ethnic Bulgarians and their language is Bulgarian. Their history is Bulgarian. Their culture is Bulgarian. I could go on and on...

Stop making a fool of yourself. The entire Balkans are laughing at you. Lucky for you, Zaev is once again making Macedonia a Bulgarian province (rightfully so), and you can live a better life.

What you're telling us is Bulgaria hands out passports like confetti to any tom, dick or harry that wishes to work un a EU country regardless of who he is and come from.Then if you visit the website of the bulgarian interior ministry it tells you that in order to apply for Bulgarian nationality one must prove he's a descentant of bulgarian ancestry.How do you people get round it?

Not sure why the existing amendment (5) in the Macedonian constitution, which was implemented following the 2001 insurgency, is not sufficient and now a new law is required to make Albanian official in areas were no Albanians live?.

AMENDMENT 5

1. The Macedonian language, written using its Cyrillic alphabet, is the official language throughout the Republic of Macedonia and in the international relations of the Republic of Macedonia.
Any other language spoken by at least 20 percent of the population is also an official language, written using its alphabet. Any official personal documents of citizens speaking an official language other than Macedonian shall also be issued in that language, in addition to the Macedonian language, in accordance with the law. Any person living in a unit of local self-government in which at least 20 percent of the population speaks an official language other than Macedonian may use that official language to communicate with the regional office of the central government with responsibility for that municipality; such an office shall reply in that language in addition to Macedonian. Any person may use any official language to communicate with a main office of the central government, which shall reply in that language in addition to Macedonian.
