EU's strategy is simply buying time. You can't expect she admits EU is running out of free funds to expand its power.
Nothing is free in the world. For her and her gangs, they must hand out sizable freebies to buy power from others; the others are happy to become a proud members of EU by surrendering their sovereignty and becoming freeloaders.
UK is tired of this game; France is tiring; only Germans hold on their centuries' ambition of dominating Europe. They fail twice, and they will fail the third time.
Freeloaders brought down Soviet block yesterday, the same freeloaders plus many more new joined ones will bring down EU.

Atleast we all sink together, brothers in arms looooooool. We are so screwed if we enter the EU. Greece should have been a major wake up call to the Balkans, but we're known for doing the opposite of what is right and beneficial.

I dont speak Albo, but I see you have had to master the master's language and that's good thing. Sadly for you EU prisons are full of Albos for crimes as extortion, human trafficking, drug running, loan sharking and so on. The Brits are so sick of Albo criminals coming into the UK they voted to leave it.

The answer to your question is it’s all to do with economics. If the EU takes them in now they will all want access to the EU Fund.

They can’t take them in because the EU cannot fulfil its part of the financial bargain due to continuing poor economic conditions. Quantitative easing was to stop in April 2017 then they extended it to December, but still no improvement so now its indefinite.
The latest information is that the EU needs time to financially recover once economic conditions improve so you’re looking at maybe 2030 at the earliest.

Things are not so good in paradise.

The EU will be a very different place in 4 years time. Most of the EU leaders - we know today - will retire soon. I think new leaders won't be so enthusiastic about any EU enlargement. With the current rate the Balkan countries will lose 15-20 % of their population, mostly the young trained professionals. After that they wont't have any future and demographic collapse follows.

No it's not. Have you bothered to read the news over the past few months? Kosovo is little more than a footnote attached to Serbia's accession. Unless the EU recognizes it as a territory instead of a state, it has no prospects of EU membership.

At the time they were admitted, they were dragging their feet on the prosecuting those responsible for war crimes, repatriating Serbs to their homes, reinstating pensions to Serbs, following their own constitution and allowing Cyrillic in areas where Serbs make up 30% or more of the population, and the list goes on. As a result, Croatia realizes that it can discriminate against minorities with little or no chance of being punished. Thus, Croatia is the most homogenous in Europe trending toward it's Ustasha past with impunity. Not to mention the financial burden Croatia has placed on the EU. Congratulations ned, people like you who were in favor of overlooking the aforementioned issues that I've outlined deserve what you get from Croatia.

Why would Serbia wait around for Macedonia or Bosnia to fulfil the necessary criteria, assuming that Serbs did indeed want to join? The only caveat for me, and this should have applied to Slovenia and Croatia too, is that those that join from the Balkans may not use a veto to extract ridiculous concessions or reparations from other aspirant Balkan countries.
