Jean-Claude Juncker says that 2025 is not the year when Serbia and Montenegro "would have to" join the EU - but rather "an indicative date, an encouragement."

I recall Doris Pack say that no recognition of Kosovo no visa free travel, nor signing of the SAA, trade will not be signed and no commencement of talks for EU. Then we also had Andreas Schockenhoff, Johannes Hahn and now Junkers LOL.
What they need to do is tell Belgrade that all talks are suspended until conditions are fulfilled, but that will never happen. Watch and learn and see once all chapters are over then Belgrade will put the pressure on Brussels by asking are we in or out, and if out it’s Bon Voyage, but sadly Brussels will capitulate like it has at every turn up to date.
The problem is that they have allowed Croatia and Slovenia in without finalising borders. Croatia has not finalised its borders with Bosnia or Serbia. Junkers is only waiving the “official” EU policy and nothing more. He must earn his money somehow.
The real problem is money. There are too many applicants but the EU fund is shrinking, especially after the UK leaves. That is why the holdup.

By 2025 Islamic Republic of EU, and you Junkers will be long time dead. There’s no point making long term plans. Now go home and milk your cows. IKEA is having a special on cow milking stools if you need one.

It would be no surprise to me if Montenegro and Serbia join the EU by 2025. With the rapid advances in chapters and changes happening, it's pretty much a guarentee. Unlike the government of Turkey, the governments of Montenegro and Serbia are actually fufilling the requirements.
As for the rest of the Western Balkans...? Who knows. Macedonia needs a new name, Albania has become stagnant and Bosnia is a mess. Albania ratified the SAA 4 years before Serbia, yet look at the progress difference.
By the time Montenegro and Serbia are in the EU, Albania might be started on chapters but for the rest it looks hopeless. Such a shame really.

Vojvodina can enter the EU without the rest of Serbia. With the help of Hungary it could be in the EU by 2020 with the European oriented Serbs and Hungarians. Balkan Serbs can stay in the Balkan forever, nobody cares about them.
