It's the fact that investments coming from the EU are bigger than those coming from Russia, but at the same time, most EU investors are private sector businesses, many public listed; most Russian investors are state-owned or state-controlled, which actually means that Russia is investing more than the EU. Beside that Material damage caused by unjustified and illegal NATO bombing of Serbia (factories, hospitals, schools, bridges...) was around $100 billion, so we can say that EU didn't even start investing yet.
