Serbia not included in EU's tax haven blacklist

The EU on Tuesday released a blacklist of 17 tax havens, with Serbia and another three Western Balkan states left out, Beta reported.

This is a joke. The British are the tax dodging experts in Europe. Britain offers a special “non-domiciled” status to rich foreigners. Foreigners can live in Britain but pretend they are “domiciled” elsewhere. This “non-dom” status allows them to live in the UK and not pay any tax on their foreign investments (all normal people have to pay tax on their worldwide income) So, for example, a thieving Russian oligarch can invest his stolen loot in an off-shore fund and live in the UK. Because he is in the UK he does not need to pay taxes to the Russian government. Because he is “non-dom” he does not have to pay taxes in the UK. Why has the EU never tried to stop this racket?
