I don't know whether you are dumb or you like playing one in front of the cameras.
In order for Brussels Agreement to be legally binding, it has to be ratified in the respective parlaments in Belgrade and Pristina.
While Pristina ratified it and is not an international agreement for them, the Supreme Court in Belgrade declared the Agreement a political document and not a legally binding one.
Hence, now, the EU ask YOU, Serbia, to ratify a legal one. They don't like been fooled or what to import another Cyprus problem in EU.
While they don't specifically don't ask for recognition, it is by default a de facto and de jure one if Serbia agree to legally have an bilateral agreement with Kosovo.
I thought Dacic was the clown on your government.
