Istra is predominantly Italian as it has bilingual road signs in that region, while in Dalmatia the majority are Dalmatian and neither of these like Croats. You really have no idea about the Balkans or who lives where.

Istra predominantly Italian? Which data have you been reading? I guess using your logic Vojvodina is predominantly Hungarian due to the bilingual road signs there.
Indeed the majority in Dalmatia are Dalmatian (the hint is in the name), and although there is a strong regional identity (and regardless of their supposed attitude towards Croats elsewhere) there is no serious movement for ethnic separatism - this isnt Montenegro. Furthermore any idea of a regional knock on effect is wishful thinking on your part.
Istra may have the strongest political desire for autonomy within the country, and there may be those calling for an autonomy referendum - but please prove they have 'the kind of numbers to even sway the results', as you so put it.
