I think is the fault of the Serbs for the situation they are and they blame West or whatever , i think this because Serbia is a small country and is easy to be managed + a good position on the map + a decent infrastructure as legacy of most important country from Yugoslavia

At the same time 1999 created big demage of billions but that was 19 years ago 2009 2010 2011 2012 2013 2014 2015 2016 2017 => 9 years in a row whre Serbia gdp had never grow even for once with 3%

Serbia are militarily neutral. If they want to demine Syria they must do this through the UN, not NATO or Russia/Iran

NO Dwight no, UPON invitation of the governments of Syria, Zimbabwe, or Turkmenistan, Serbia can send deminers in all said countries and NO Un mandate is needed. Maybe a voted decision taken by Serbia's parliament, maybe. At best, at best, the "neutrality" in military field is just a statement included in Serbia's national strategy of defence, a principle stating Serbia is not part of any military alliance. That's it thats all "military neutrality" is about and has nothing to do with a previous UN mandate. Maybe a technical military agreement with the syrian government.
