Look this region goes back in History and its difficult to put a finger on this, however i say this:

1. Kosovo is a Special case.
2. Macedonia (Albanians there making 25-30%) population want to use the Albanian language as offical language in the country like Italians in Swiss or Serbs in Bosnia or Kosovo. They dont want to seperate.
3. Presevo is just pipe dream like north or its positioning from both sides for a major agreement.

So Presevo might be a part of a give and take with Serbia, North Kosovo has special privileges nothing wrong with Albanians in south Serbia to enjoy the same.
