The Spanish army did not cordon off Basque villages and send militias in to execute all the men and half the women and children like the Serbian army did.
There is no mass grave in Madrid with the bodies of 800 Basque civilinas murdered by Spanish Special forces like the one in Belgrade run by Serb Special forces
The Spanish gov did not have a policy of collective punishment of Basque civilians for crimes of terrorists like the Serb policy.

This also mentions the arms embargo on FRY which was basically support for Serbia because Serbia were already well armed.
