He was probably told to accept an independent Kosovo and improve relations with Croatia if he wants to move forward.

They would rather that Serbia ties itself to Putin and Russia and continue a life of poverty and a low standard of living for the citizens of Serbia while THEY enjoy the benefits and high standard of living in Western countries while beating their proud Serbian chests.
