Serbs are being softies - not jailing for illegal trespassing and cutting of trees and stealing.
That is why Albanians take advantage.

One possibility is that the Serbian police there is easily corrupted and close an eye on this. Another possibility is that there is some kind of agreement, maybe they are paying for the timber. There must be a motive that the police there is so "lax". Great topic for an investigation.
