Liking Croatia is your personal opinion, and there are people in Serbia who like them, but on a higher plain Hungary has a beef with Croatia on several issues including the oil refinery INA.
Croatia has problems with all former Yugoslav republics starting with Slovenia then BiH, Montenegro and not to mention Serbia. If Macedonia was any closer it would also be on Croatia’s list. The Italians are not very fond of them either.
There are very few countries that are close friends and those that fall into that category are due to ethnicity, religion and shared history; Bulgaria, Croatia and Hungary do not fall into any of those categories. The proper term is mutual interest.

Bosniaks? No especially after backstabbving them during the war
Montenegrins? No
Hungarians? No

Considering the Macedonia agreement signed today, the leader of the Balkans is without a doubt Bulgaria, followed by Romania. I am a serb and I admit this. But Croatia is not even relevant. At all.
