The Serbs don't need a political EU "cultural center" - it would be cover for a brainwashing center.
Notice how they don't do anything for Serbs in the parts of Kosovo they've been ethnically cleansed from or have insignificant population in.
They like to meddle in the places where there is still some Serbian independence and strength so they can dilute it.

The mayor of that town was instructed by belgrade to be an obstructionist at all cost. Remember the wall drama? This time he knew that the worst outcome was the loss of monies but he didn't care. He played his hand well and know he is the leader of a political party that intimidates people and their wellbeing.
