Who has the money to open up 34 night clubs in that plagued area? I can barely find 3 or 4 in a big Western city.

This black market is protected by the CIA, as long as bribes are paid to local CIA puppet politicians in US dollars, and these corrupt politicians put their illegal bribes into undocumented bank accounts used to shore up the fiat currency banks when needed.
