In addition to the atrocities you mentioned, some members of the VRS also committed genocide in Srebrenica in July 1995, as determined beyond any reasonable doubt by the UN.

For reconciliation to occur, all sides need to apologise including the US/EU/UK/Albs for their crimes. The whole truth will need to come out and only then will we have hope. This is very unlikely though.
