Ivica Dacic has announced an initiative with the PM to solve the diplomatic status of the Russian-Serbian Humanitarian Center (RSHC) in Nis, southern Serbia.

I understand your point of view. Issue is not only this centre in Nish.
It's also agreement signed with NATO in 2015. Many critics of government in Serbia, with pro-Russian leaning, argue the same as Dacic.

In their view, granting status to civilian and humanitarian centre is not the same as giving this status to military offices and personnel.
They argue the same things as you do, and say the same thing as you do - Forget Centre! Serbia has to sign same agreement with Collective Security Treaty Organization (Russia, Belarus,etc.)as it did with NATO.
They do have a point, as you do...still, I would rather revoke existing agreement with NATO. And, after all this way none of our neighbors would feel nervous about it.

I disagree and agree with some of what you say.

NATO and Russian soldiers stationed abroad in military bases or temporarily in a foreign country for exercises are granted similar "immunity" under very specific SOFA agreements.
I don't know if Russian troops here on recent exercises have similar immunity, and if not, they should be given the same immunity as NATO troops.
The humanitarian center is different.
1/ Military/Diplomatic v Civilian. The soldiers are not attending military events and the center is not a military base or diplomatic building.
2/ Temporary v Permanent ....The center is also a permanent office, unlike the temporary exercises with NATO.

Giving them immunity would be a backdoor way of upgrading the center to a military building. Is it a Russian military base now?
What if Russia brings in 50 more soldiers or dual purpose vehicles and equipment?
Russia is in a low level conflict with the EU and is under sanction after the invasion of Ukraine. What happens when Serbia joins the EU?


A Russian presence will make neighbors very uneasy. All countries should be trying to get foreign soldiers out of the area, not in.

Even more extreme...what about a Macedonian situation with a split government or conflict in Kosovo and the Russians import water cannon trucks for "fire-fighting", or "humanitarian trucks" for Kosovo Serbs that cannot be searched under diplomatic laws. (yes I know the same can be said of NATO)

Website can have national identities .. there are no borders on the internet .. Serbia and Albania should just kiss an make up and take care of their real problems like unemployment, poverty, crime, etc .. We need to move forward or we're all doomed ..

It's true that souvereign, neutral country should be very careful to whom it gives immunity (and impunity from their deeds). I'm not at ease with such ideas at all, and don't think Serbia should do it.

Serbian soldiers exercise in other countries, and troops from other contries come to Serbia for military drills, anti-terrorist exercises, etc.

Never immunity was given to them in any country, or to any of the foreign troops coming to Serbia.

Why would then need it?
Come and do what you are here for, and everything is fine.
Agreement with NATO members signed in 2015 gives NATO members immunity in Serbia.
It's a game changer.
Now you can come and do not what you are here for, but whatever you want with impunity.
Those agreements are dangerous for the country. This one shouldn't be signed, and agreement with NATO should be revoked at earliest date possible.
