There is no pressure. If the US/NATO could do it they would have done so a long long time ago. What you see now is the Russians breathing down the US/NATO necks and its a lot cheaper to sell out their Albanian allies rather than take on Moscow. Milorad Dodik was in Moscow very recently for 3 days and while there he approved of a Russian Emergency Situations Center near Banja Luka.
