Serbia's April Fool's Day will be held on April 2 and at the same time all Serb fools will come out and supposedly choose "freely" their leadership in an election already decided....
This I don't know for sure but I can suppose that the word may be a composition of "Goth" (Cossacks of Moscow region who stopped to be nomads) and "Tsar". At least there are plenty of such kinda toponymals all over Europe. Such as Catalonia = Goth Alania. Also Colabria region where the town is located sounds like Kal Abria or Kala Boria where Kal 100% means Kol=Kan = Khan. Usually this way Horde's khans marked the places they were appointed to control. This weekend (specially for Skenderbeu 1444) I'll start placing words containing ORDA/ARTA/HORDE with some of them in Romania.
