I was in Serbia in 2016 and did not see that but I was also in Albania and I saw people ploughing with oxen just like they did 500 years ago.
I found Albanians backward and uneducated who still live by the principles of an eye for an eye.
THe German automotive association openly advises its members not to travel in Albania and if they do, not to sleep anywhere outside certain designated centers otherwise they will be killed and their vehicle disappear.

The advice was given to a retired German couple who were in Montenegro on a tour and it was they who told me this information.
The advice was never pull over on main or side roads to sleep because its very dangerous. Your chances of disappearing are very high and your vehicle will never be seen again. If you intend to go, make sure you park in resort areas car park where it is safe and you can even sleep in your car.
The couple wanted to drive from Montenegro across to Greece and the motoring association advised to fill up in Montenegro and drive across and never stopping for anyone until they enter Greece.
I thought it was funny advice until I went to Germany and the association repeated that same advice and in English. Same advice was for Kosovo. In fact they suggested not going there.
I asked about Serbia and they had no problems at all.
Better complain to the Germans not me. I only went to Albania and Kosovo at the invitation of an old friend and former work colleague who now works for Commerzbank in Frankfurt. His organisation had business there and I tagged along otherwise I would never have gone to Kosovo either.

The advice was given to a retired German couple who were in Montenegro on a tour and it was they who told me this information.
The advice was never pull over on main or side roads to sleep because its very dangerous. Your chances of disappearing are very high and your vehicle will never be seen again. If you intend to go, make sure you park in resort areas car park where it is safe and you can even sleep in your car.
The couple wanted to drive from Montenegro across to Greece and the motoring association advised to fill up in Montenegro and drive across and never stopping for anyone until they enter Greece.
I thought it was funny advice until I went to Germany and the association repeated that same advice and in English. Same advice was for Kosovo. In fact they suggested not going there.
I asked about Serbia and they had no problems at all.
Better complain to the Germans not me. I only went to Albania and Kosovo at the invitation of an old friend and former work colleague who now works for Commerzbank in Frankfurt. His organisation had business there and I tagged along otherwise I would never have gone to Kosovo either.
