The document, prepared by EP rapporteur for Serbia David McAllister, "reiterates its concern that no progress has been made to improve the situation regarding freedom of expression and of the media."

The biggest single crime against the media in Serbia was US and NATO's premeditated mass killing of 15 journalists and support workers during the bombing of the RTS facility in 1999. Veran Matic who has responsibility for investigating this blatant crime, has revealed no progress in the investigation. The EP rapporteur should summarize this negligence in the report which should condemn the criminal perpetrators and the incompetence of the investigator/special prosecutor.
