This agreement created the conditions to form a new Kosovo government as well as appoint Isa Mustafa as assembly speaker.

The deal was supported by assembly members from the Serb List, writes the paper, and adds that "this means that current Kosovo Prime Minister Hashim Thaci and his Democratic Party of Kosovo will be in opposition."

The agreement signed yesterday stipulates, referring to the dialogue between Belgrade and Priština, that the signatories are "committed to a quality dialogue which will be based on well-prepared principles," that will in turn be oriented and focused on issues in the interest of "the Republic of Kosovo," and a dialogue that will be based on reciprocity and respect for "territorial integrity and sovereignty."

"The signatories will always harmonize with regard to the issues that will be discussed in the dialogue. The dialogue is the responsibility of the government and the government will appoint a person from Self-Determination, who will conduct the dialogue," the daily quoted the agreement.

Although it makes no mention of Serbia, "it is understood that the talks would be between Belgrade and Priština," the article further added.

Albin Kurti, however, told a news conference that the dialogue will be conducted "only with the EU and the EC, as well as with the Kosovo Serbs - in order to integrate them into our society."

A paragraph of the party deal said that the Brussels agreement would be "sent to the Venice Commission to determine whether it is in accordance with the Constitution and with human rights," while another states that this document "will be a part of the new government's program."

A meeting of the assembly of Kosovo has been scheduled for September 12, the daily further writes, when Mustafa should be elected as speaker - "however, people familiar with the matter warn that his election could be overturned by the Constitutional Court on the initiative of Thaci's party."
