CeSID Executive Director Marko Blagojevic says the obstruction of parliament's work "costs a lot". According to Blagojevic, one of the examples for this is the process of transition which should have completed a long time ago, but has instead, along with many other processes, been stalled for the past two years. Analyst looks at "cost of obstruction" He also expressed doubt that adopting new rules of procedure, proposed by Slavica Djukic-Dejanovic, the speaker from the ruling majority, will provide for the unblocking of parliament's work. "Executive power without parliament can function, but it is limited by waiting for laws to be adopted, that the government would act on. There is no easy way to tackle this in a democratic manner, a change of the rules of procedure can be considered, but, why would the Radicals [SRS] allow for that to happened, they can stop this just as they are blocking parliament now," Blagojevic explained. He added that he thought the Democratic Party proposal "to limit the debate on everything and nothing for a while" is "not bad". "However, the Radicals cannot formally accept that. The Radicals can set a measure de facto, but not de jure, in other words, to informally accept the Democratic Party proposal," the CeSID official said. But yesterday, Serb Radical Party (SRS) Deputy President Tomislav Nikolic said that "the first round of fighting the ruling coalition will start at the parliament session Tuesday". "The SRS will demand explanation about who arrested Radovan Karadzic and how Ranko Panic was lethally injured in demonstrations against the arrest," he said. The party will not attend consultations as it was not invited in regular procedure by the parliament speaker, Nikolic told Vecernje Novosti daily. Ahead of the summer recess of parliament, new MPs managed to adopt only the agenda during four days of work. The first session is set to consider the Stabilization and Association Agreement (SAA) and strategic Russian energy deal ratification, and a draft resolution on continuity of the state policy in Kosovo and Metohija.
