This concerns the agreements closed with 13 commercial banks, that were in late 2002 given the right to use the property of then Federal Republic Yugoslavia without charge for a period of three years. This property was previously used by the now defunct National Bank of Yugoslavia (NBJ) and the Institute for Billing and Payments (ZOP).

The property included offices and all of the accompanying equipment.

Under the agreements, the 13 commercial banks in return had to give jobs to a number of employees of the National Bank of Yugoslavia and the Institute.

According to the evidence gathered during the investigation that came from the questioning of the suspect and witnesses, the obtained documents and expert testimonies - not all the elements amounting to the offense of abuse of office are found in Dinkic's actions, the prosecution said in a statement.

The results of the investigation indicate that the loss of income stemming from the commercial banks being given the right to use the premises free of charge was "less than the amount of severance pay required by law that the NBJ would have had to pay to the employees taken over by the commercial banks."
