Asked to comment on this, Kremlin spokesman Dmitry Peskov said it was "a message of greeting sent on the day the election results were made public."

But he added that the Kremlin had no contacts with Trump's team during the campaign.

"The Kremlin has had no contacts with the team of the U.S. president-elect, Donald Trump, because such contacts will be possible only after the inauguration ceremony," Peskov said.

"Trump has not taken office yet. The United States has the incumbent president and the Russian side works with him," Peskov said.

On Sunday, Russian media reported that the spokesman did not rule out the possibility of contacts between Putin and Trump before the latter's inauguration.

"I do not know whether any contacts between President [Putin] and Trump will take place before the inauguration. I do not know, but certainly it can not be ruled out. Congratulatory message has already been sent," Peskov has told Moskovsky Komsomolets, according to Sputnik.
