Speaking at the Madrid summit of heads of state and government from the ranks of the European People's Party, Merkel said that barriers and walls can solve no problems.

Earlier in the day, Serbian Prime Minister Aleksandar Vucic addressed he same gathering and called on Europe to be resolute.

Ahead of his speech in front of the heads of state or government, that included Merkel, he said he would speak openly about the crisis.

As Vucic said, Europe is expected to make clear it clear what the tasks of all countries, including Serbia, are on the issue of the migrant crisis. His address was greeted with applause, said reports.

"For Serbia it is very important that it be told clearly what our task regarding the migrant crisis should be - once we get the answer, Serbia will be able to fulfil all its obligations, but it will also have to protect its state and national interests, not only as regards this crisis, but also as regards UNESCO and other matters," Vucic said.

Refugee crisis may require "Fortress Europe"

Johanna Mikl-Leitner says that unless the situation with refugees is brought under control it will be necessary to build "Fortress Europe."
